Savinho has reportedly informed Manchester City of his desire to leave the club, according to transfer market expert Fabrizio Romano.
The Brazil winger joined from Troyes in 2024 and has made 84 appearances over the course of two seasons with the club.
However, in that time Savinho has scored just seven goals and provided 13 assists, with the 22-year-old struggling to justify the £30.8million they paid to acquire his services.
Tottenham have long since been credited with an interest in Savinho and are viewed as the frontrunners for his services.
City are expected to command a fee of around £65m, though that is unlikely to be prohibitive to Tottenham, who have already spent huge sums to revamp a squad that narrowly avoided relegation last season.
Indeed, Tottenham have already paid £100m to sign midfielder Sandro Tonali from Newcastle United, having spent £85m to acquire Matheus Fernandes from West Ham. Additionally, Spurs paid £52m to sign defender Jan Paul van Hecke from Brighton and Hove Albion.
Tottenham have made six senior signings so far this transfer window, also bringing in Marcos Senesi, Andrew Robertson and Martin Dubravka on free transfers.
