TALLINN: Under new revisions to the Media Services Act introduced by the Ministry of Culture, subscription-based streaming services will be required to channel 5 percent of their local earnings directly back into Estonia’s domestic film and television sector.
The bill is based on the EU’s Audiovisual Media Services Directive (AVMSD) and could take effect in Estonia as early as 2027 or 2028. It will apply not only to streaming giants (Netflix, Apple TV, Disney+), but also to domestic platforms.
It is estimated that Netflix has around 140,000 users in Estonia, according to ERR, which is quoting Culture Ministry’s audiovisual field and digital culture adviser Karlo Funk saying that the measure could add 1.5 m to 2 m EUR to the market each year.
