    New York City Mayor Zohran Mamdani’s admission that he cannot legally arrest Israeli Prime Minister Benjamin Netanyahu has done little to calm Jewish leaders, who say the mayor’s broader rhetoric continues to deepen tensions at a moment of heightened concern over antisemitism.

    Israel has remained one of the defining points of friction between Mr. Mamdani and the Jewish community since his mayoral campaign, when he pledged he would seek Mr. Netanyahu’s arrest if the Israeli leader ever set foot in the city. Mr. Mamdani finally conceded this week that City Hall has no such authority, a reversal that came in a video in which he also called on the federal government to enforce the International Criminal Court’s warrant against Mr. Netanyahu.

    In the video, Mr. Mamdani branded the Israeli prime minister a “war criminal” and “the architect of a horrific genocide against the Palestinian people.” He said his administration had “reviewed every avenue available under applicable law” and concluded it lacked “the independent legal authority to enforce this warrant.” He added that Mr. Netanyahu was “not welcome in New York City.”

    Jewish leaders told Fox News Digital the legal concession did nothing to ease their concerns about rhetoric they say fuels division. Rabbi Dr. Josh Joseph, executive vice president and chief operating officer of the Orthodox Union, said the comments were especially troubling given the history of unrest tied to protests over the Israel-Hamas war. He warned that Mr. Mamdani “needed to remember that his words matter” as the city’s leader and said the mayor was “willing to risk inciting further violence based on misinformation.”

    Rabbi Mark Wildes, founder and director of the Manhattan Jewish Experience, argued the remarks reflected a broader hostility toward Israel rather than criticism of one government official. He said Mr. Mamdani’s message was less about Mr. Netanyahu’s policies and more about denying “the Jewish people’s right to defend themselves” after the Oct. 7, 2023, Hamas attack. Mr. Wildes said the “not welcome” comment risks further alienating Jewish New Yorkers who already feel disconnected from City Hall, though he added that heightened tensions have not shaken the community’s ties to Israel or to New York.

    The dispute resurfaced at a Wednesday news conference, where Mr. Mamdani was pressed on whether his abandoned arrest vow amounted to empty political theater. He declined to say when he learned the city lacked the authority, and instead encouraged New Yorkers to protest when Mr. Netanyahu visits for the United Nations General Assembly in September. “I think the bedrock of our city is protest,” he said, adding that New Yorkers should be free to express themselves “whether they are in support or in opposition, no matter on whatever topic.”

    Mr. Mamdani has condemned Hamas at points this year, but critics say his rhetoric toward Israel has grown more pointed by comparison.
