Political strategists on both sides of the issue say Congress has little chance of renewing a Trump administration freeze on federal funding to Planned Parenthood that expired July 4.
Analysts said the White House views the policy as a losing issue for Republicans in the November midterm elections, despite the administration’s publicly stated opposition to abortion.
“Trump’s White House has been pro-life in policy, but it has not made this a legislative priority, with good reason: It is not a winning midterm issue, and Republicans already face enough difficult issues,” said Jeff Burton, a Republican strategist and former deputy executive director of the National Republican Congressional Committee.
Democratic strategist Emily Suttle-Braun, a former board member of Pro-Choice Maryland, ruled out Republicans extending the freeze even after the midterms.
“I don’t expect a renewal this year, and that’s an assessment of the math, not my preference,” Ms. Suttle-Braun said in an email.
She pointed to Senate procedural hurdles and the Trump administration’s “calculated decision” to let the policy “lapse quietly rather than own a renewal fight in an election year.”
Congressional Republicans last year proposed a 10-year ban on Medicaid reimbursement for abortion providers. The Senate Byrd Rule reduced the provision to a one-year ban on all Medicaid reimbursements for abortion in the final version of the One Big Beautiful Bill Act, which President Trump signed into law on July 4, 2025.
Gavin Oxley, media relations manager for Americans United for Life, noted that Planned Parenthood received up to $832 million annually in government grants and Medicaid reimbursements — a significant share of its revenue — before the freeze.
“From meeting with congressional leadership, we know that restoring defunding remains a priority, but they must remember that protecting life comes with immovable deadlines,” Mr. Oxley said. “The closer we draw to November, the more pressure mounts against them by a faction within the administration who wrongfully sees the abortion issue as a political loser.”
The number of abortions reported nationwide has surged since the Supreme Court returned jurisdiction to the states in June 2022, driven by an increase in mail-order pills.
The Department of Justice has asked federal courts to delay or block lawsuits that Texas and Florida officials filed to stop the pills from flowing into their states, which have banned nearly all abortions after the high court’s ruling.
Joshua Wilson, a political science professor at the University of Denver who specializes in abortion politics, said Republicans have no incentive to increase restrictions.
“While there are conservative voters who are motivated by abortion and harming Planned Parenthood, the issue stands to come with more costs than benefits,” Mr. Wilson said.
Planned Parenthood, the nation’s leading abortion provider, reported performing a record-high 434,450 abortions in the fiscal year covering July 2023 through June 2024. The nonprofit did not respond to an email seeking comment.
Changing priorities
Jessie Hill, a reproductive rights legal scholar at Case Western Reserve University, said the Trump team has limited itself to excluding abortion providers from Title X grants and pardoning pro-life activists jailed under the Biden administration.
“The Planned Parenthood defunding fight has become more high-profile, and it does seem like the administration is trying to avoid a highly visible fight over this issue,” Ms. Hill said.
Nevertheless, she warned that some abortion restrictions could still be forthcoming this winter.
“Most folks on the pro-choice side are expecting some significant moves after the midterms, particularly on the abortion medication mifepristone, which has been a real focus of advocacy on the anti-abortion side,” Ms. Hill added.
The White House, in an emailed statement Monday, defended its decision to defund “Planned Parenthood and other large abortion providers this past year.”
“The Trump administration will continue to hold Planned Parenthood and all recipients of federal funds fully accountable for any and all instances of waste, fraud or abuse,” said White House spokeswoman Allison Schuster.
Senate Majority Leader John Thune, South Dakota Republican, and House Speaker Mike Johnson, Louisiana Republican, have also endorsed the administration’s restriction on Title X funds. The Times sought comment from both congressional leaders.
Mr. Johnson said Wednesday at a press conference with Vice President J.D. Vance that the party’s priorities in budget reconciliation talks are to pass a voter ID law and strengthen national defense.
“How will we do that? We will provide supplemental funding for our troops with the administration’s request to support national defense and our farmers,” Mr. Johnson said. “That’s very important stuff.”
Pro-life rift
The Trump administration’s silence on extending the Medicaid funding freeze has added to a growing rift with pro-life advocates.
The Food and Drug Administration has ignored conservative pleas to reverse a Biden administration policy that lets women obtain abortion pills without an in-person medical examination, despite having the power to do so.
“Sadly, I feel the GOP lacks the political fortitude to ensure Planned Parenthood is defunded,” Ryan Bomberger, a pro-life activist and self-described child conceived of rape, said in an email. “Today, they’re led by ’Rickety Republicans’ who often fail to put up a fight against the evil institution of baby killing.”
Susan B. Anthony Pro-Life America, which pledged $80 million to support pro-life Republicans in the midterm elections, pleaded with Republicans in two letters last month to renew the Medicaid funding freeze.
The organization declined to comment Monday on the freeze expiring.
“Planned Parenthood should not just be defunded, but debarred,” said Mark Lee Dickson, director of Right to Life Across Texas. “It is a great embarrassment to America that a criminal chemical abortion syndicate is receiving funds from our government while simultaneously mailing and receiving abortion-inducing drugs and paraphernalia.”
Conservatives have warned that pro-life voters could punish Republicans by sitting out the upcoming election.
Former Rep. Randy Hultgren, an Illinois Republican who now serves as executive director of the Alliance of Health Care Sharing Ministries, said it is time to “remove all taxpayer funding of abortion-related services.”
“I encourage Americans of faith to call their elected officials,” Mr. Hultgren said.
Mary Ziegler, a leading historian of the legal abortion debate, said Mr. Trump is likely to take action only if the federal courts “force the issue” by siding with pro-lifers in recent abortion pill lawsuits.
“I think it’s safe to assume we’ll get some big pro-life wins in some of these cases, but we don’t know how long it will last,” said Ms. Ziegler, a law professor at the University of California, Davis. “It will be harder for the Trump administration to say nothing when that happens.”
